I'm not sure you understand the differences. Abbott is following the laws of his state. The change there is actually un-gerrymandering. Look at the old and new map. It is based on actual voting patterns and reflects more Hispanic voting. Newsom is going against his state's laws. He's having to hold a special election just to do it.

That doesn't make sense. Texas is NOT changing the law. California is changing the law against what their voters wanted. One is following the law and the other is going against democracy (what their voters want).
